So, if you plop 4 GB of memory into ANY 32 Bit Operating System, the BIOS will read 4GB but the OS will only show 3GB. This is NOT a fault with this system. The only way ANY OS can use 4 GB or more is if the OS is a 64 Bit OS (WinXP 64 or WinVista 64)....
